Certified payroll in Washington
Washington's system runs on two L&I filings — an intent before payment and an affidavit before retainage release — rather than a weekly form to the awarding body. The items below link to the statute they come from. Federally funded Washington projects additionally follow the federal weekly rule.
Statute
Washington's prevailing wage law is RCW Chapter 39.12. Under RCW 39.12.040, on public works contracts over $10,000 the contractor and each subcontractor file a Statement of Intent to Pay Prevailing Wages — listing the rates and estimated worker count per classification — approved by the Department of Labor & Industries' industrial statistician before payment.

Affidavit of wages paid
Under RCW 39.12.040, after completion each contractor and subcontractor submits an Affidavit of Wages Paid, certified by the industrial statistician, before retained funds are released. A simplified direct-filing procedure exists for projects of $5,000 or less.

Weekly filing cadence
On federally financed or assisted construction, each contractor and subcontractor must furnish a statement each week on the wages paid to each employee during the prior week (40 U.S.C. § 3145).

Certified payroll contents
Under 29 CFR 5.5(a)(3)(ii), contractors must submit certified payrolls weekly for each week in which covered work is performed. The payroll needs only an individually identifying number for each worker — for example, the last four digits of the worker's Social Security number — and each submission carries a signed Statement of Compliance. Optional Form WH-347 satisfies the requirement.
