Certified payroll in California
California layers its own certified-payroll regime on top of any federal requirements: records go to the state electronically, not just to the awarding body. The items below link to the statute and the state agency page they come from.
Statute
California Labor Code § 1776 requires each contractor and subcontractor on public works to keep accurate payroll records — name, address, social security number, work classification, straight-time and overtime hours each day and week, and actual per diem wages paid — verified by a written declaration made under penalty of perjury.

Electronic submission (eCPR)
Contractors and subcontractors on most California public works projects must submit certified payroll records to the Labor Commissioner electronically through DIR's Public Works web services (the eCPR system).

Records-request penalty
Under Labor Code § 1776, a contractor has 10 days to comply with a written request for payroll records; failure forfeits $100 per calendar day per worker, which can be withheld from progress payments.

Weekly filing cadence
On federally financed or assisted construction, each contractor and subcontractor must furnish a statement each week on the wages paid to each employee during the prior week (40 U.S.C. § 3145).

Certified payroll contents
Under 29 CFR 5.5(a)(3)(ii), contractors must submit certified payrolls weekly for each week in which covered work is performed. The payroll needs only an individually identifying number for each worker — for example, the last four digits of the worker's Social Security number — and each submission carries a signed Statement of Compliance. Optional Form WH-347 satisfies the requirement.
